But President Donald Trump has fractured those supply chains via direct investments in critical minerals and rare earth elements. At the same time China has tightened controls on rare earths and other exports. Africa is a new frontier for competition. Yet Europe is in a bind. Europe depends on Chinese processing it can’t quickly replicate. US tariffs are hitting European industry while Washington demands loyalty on China decoupling.
